Most organizations justify AI adoption with traditional efficiency metrics — lines of code, velocity, throughput. Those metrics were designed for human-only workflows and fail to capture how AI changes the nature of software work.

According to IBM research, while 76% of enterprises are experimenting with autonomous or agentic AI, only 25% of AI initiatives deliver the expected ROI, and just 16% scale successfully.

The Metric Mismatch

When AI accelerates code generation, volume-based metrics inflate quickly — often without improving system quality or predictability. Faster output may even increase downstream risk: more code, less coherence; faster commits, unstable mainlines.

The Copilot Fallacy

Enterprise-wide copilots often operate on a fragile model: each developer prompts independently, context is transient, outputs vary widely. Individual gains translate into collective inconsistency.

Rethinking ROI

ROI shifts from "How fast are developers coding?" to "How stable, predictable, and aligned is the system over time?"

High-performing AI systems share three traits: - Persistent context across code, requirements, decisions, and history - Guardrails by design — governance baked in, not bolted on - Timely, non-intrusive intervention at the right moment in the workflow

The path to ROI is not louder prompting or broader copilot rollouts. It lies in persistent organizational context, strong orchestration and governance, and metrics that reflect system health, not activity volume.
